One alert when it's really down. One when it's back.
Every failure is re-checked from Mumbai, Hyderabad and Delhi. When two cities agree, you get one message on WhatsApp, Slack, Telegram or email.

Alerts only when 2 or more cities agree
A single failed check can be a blip on one network. When one city fails, the other two re-check about 15 seconds later. If only one city is failing, the monitor shows as Degraded and nobody is woken up.
One alert per incident, one on recovery
No message every minute while you're fixing it. You hear once when the incident is confirmed and once when every city passes again, with how long it was down.
Every incident has a timeline
The first failure, the confirming checks, who was alerted and when it recovered, in order. Useful for the post-mortem, and for showing a client exactly what happened.
